The East Palo Alto City Council has been studying the adoption of the Opportunity to Purchase Act (OPA). OPA ordinances are an effective policy tool to advance the preservation of naturally affordable housing and reduce displacement of low-income residents. The preservation of affordable housing is a key public health intervention to ensure low-income residents can remain sheltered during the pandemic and rooted in their communities where they work, study and play.
